    Gov. Ned Lamont was in Shelton on Monday to award the town nearly $3 million for a major riverfront development project.
    Two old industrial sites along Canal Street will be transformed into retail stores and 120 apartments.
    Half of the units will be income-restricted to ensure affordability.
    The funding will go toward environmental cleanup of the area.
