DCF shares findings with lawmakers in Waterbury captivity investigation

The state Department of Children and Families has shared findings with lawmakers in a case where a man says he was held captive by his stepmother for more than 20 years.
Officials say the 32-year-old set a fire in his room to alert firefighters. He weighed just 68 pounds at the time.

The case has raised questions about DCF oversight. Officials say concerns were reported when the man was a child, including that he was underweight and seeking food at school. Sullivan allegedly responded by pulling him from public school.
Statement from Sullivan's attorney Ioannis Kaloidis:
"The recent statement from the Connecticut Department of Children and Families (DCF) is nothing more than bureaucratic self-preservation that tramples on the sacred principles of due process and undermines Kimberly Sullivan’s fundamental right to a fair jury trial. DCF presumes the accuser as a victim and drapes their narrative in sympathy.
This is not accountability — it is a calculated maneuver to shield themselves from scrutiny. The case against Kimberly Sullivan began as a witch hunt by those eager to score points in the court of public opinion. It has now devolved further into a full-blown political circus. Let us be crystal clear: DCF’s own statement undermines their narrative. Their internal review, which they tout as thorough, reveals no evidence of abuse or neglect. None. Their investigators found ample food in the home during multiple visits. They consulted the accuser’s pediatrician, who raised no concerns. They conducted interviews and assessments, and still, they concluded there was no evidence to substantiate anything.
Yet, despite these findings, DCF has the audacity to frame their statement with assumptions of victimhood. The lawmakers who have latched onto this case are engaging in political opportunism. This is a deliberate attempt to rewrite history. The judicial system, not DCF or politicians, is the arbiter of truth in this matter. Kimberly Sullivan has the right to impartial determination by a jury based solely upon proven evidence.
At every turn, Kimberly Sullivan’s right to due process is being eroded. The accusations against her are baseless and unproven. This is a miscarriage of justice. Protestations by bureaucrats and politicians aside, Kimberly Sullivan looks forward to her day in court where she can directly confront her accuser before a jury of her peers and his baseless accusations will fall aside for lack of proof."
